Curl my hair with the curling iron without using hairspray?

Well my daughter really would like to curl her hair with the curling iron but she doesn't like using hairspray because it makes her hair kinda white and it looks unnatural.. Does anyone know any affordable products she can use?? By the way she would like them to be like the curls on the bottom of the hair kind of like JoJo and Ashley Tisdale.
