Did the U.S. have a right to dismantle the Taliban govt in Afghanistan through military means?

President George W. Bush vowed to eliminate terrorism in the world. His plan includes bringing down governments that allow terrorists to openly operate, specifically Afghanistan. Did the United States of America have a right to dismantle the Taliban government in Afghanistan through military means? Does the United States of America have a right to take this fight to other nations thought or known to support terrorists (i.e. Somalia and Iraq)?
