My 4 yr old pug keeps peeing everywhere HELP!!?

i don't know if that is a UTI. i have a four year old male pug named pork chop that does the same thing. he pees everywhere. the worst part is that he really wants to pee on his bowl after he is done eating. i always rush to take him outside right after he is done eating. i always thought the reason he did that was because he was not fixed. can someone please answer this question for all pug lovers out there.
