Help! How do I get rid of the ripple?

I just got a computer from my school, and when I scroll the screen ripples. It's not smooth like it's suppose to be. How can I change this? We're not suppose to be able to change settings, so a lot of things are hidden, but you can find them if you know how to look for them...What can I do to change this!? please help me
